Sales and service tax

Sales tax: the general rate for taxable goods manufactured in Malaysia or imported, unless a 5% rate, a specific rate or an exemption applies. A separate 10% sales tax also applies to qualifying low value goods sold online and brought into Malaysia, with a sale price not exceeding RM500 per item.

Service tax: the general rate for prescribed taxable services, including accommodation and many professional services. Taxable financial service fees and commissions are also covered, subject to specific exemptions. Interest and interest margins are outside this financial services charge. The rate applies only where the service and provider fall within the tax rules.

Service tax: food and beverage services, telecommunications, parking and logistics; taxable construction work, private healthcare and education services. Taxable rental and leasing services have also been charged at 6% since 1 January 2026. Healthcare and education have specific scope limits and exemptions; they are not all taxable.

Sales tax: goods specifically listed at this rate in the Sales Tax (Rate of Sales Tax) Order 2025, as amended. The applicable rate depends on the tariff classification and product description. This is not a general reduced rate for all food, medicines or building materials.

SST comprises two separate taxes: sales tax on goods and service tax on specified services. Select the rate for the transaction; do not add the percentages together. SST has no general VAT-style input tax credit. Registration thresholds and exemptions depend on the activity. The table summarises the main rules; tariff classifications and sector-specific conditions determine the treatment of an individual transaction.

Sales tax exemptions are extended to specified vessels and floating structures. Related tariff headings are removed from the First Schedule of the sales tax rate order. VAT rounding: the EU, the UK and other European countries

The EU VAT Directive and the Court of Justice of the European Union leave VAT rounding rules to be decided at national level. National rules vary. In the UK, HMRC allows VAT on B2B invoices to be rounded down to the nearest whole penny.

Roundings in VAT calculation: Mathematically impossible prices?

There are a whole range of VAT-inclusive prices that cannot be mathematically arrived at if the tax is calculated from the VAT-free price. One example is 3.99. These prices are also possible, but then the VAT-free price must be interpreted as rounded.

In Europe there is VAT - in the US sales tax

In Europe, companies belonging to the production chain account for the VAT paid by the consumer to the state in proportion to their value added. The US sales tax, on the other hand, is billed entirely by the company that made the consumer sale. Sales tax is paid to local operators, not to the state.
